Yes, this is a known problem which cannot be fixed unless changes at the esoui database etc. will be done too.
It exists since 2014 and we need to live with it, thanks for reporting though.
Normally the addon will just try the download and then fail, and go on with the next (if there are next) so there should not be any harm unless a visual one.
Btw: Yes it fixes itsself after the files get approved.
