Another description by myself:
The popup shows if your file
Code:
Documents\Elder Scrolls Online\live\AddOns\TamrielTradeCentre\PriceTable.lua
(it should be the biggest file, around 7-8 MB)
is missing or not at the moset up 2 date version.
This file will ONLY be updated if you run the file client.exe in the subfolder Client
Code:
Documents\Elder Scrolls Online\live\AddOns\TamrielTradeCentre\Client\client.exe
Make sure you CLOSE the elder scrolls online in total before you use the client.exe!
If your game is running the file won't be updated properly!
Just run it before starting trhe launcher of eso and you are fine.

At this client press the update button and wait for the file to be checked, downloaded and it will tell you:
Price updated succesfully (or similar)

If it does not show this:
Add your client.exe file to your antivirus's software (Windows Defnender e.g.) whitelist/exclusion list/allowed files and also add it to your firewall's whitelist/allowed list.

Check the Tamriel Trade Center website for further instructions on the client.

If you do not update the Price file via the client.exe OR you do this as eso is already runnign you will always get this popup.

Also check if your anitvirus is blocking access to the folder Documents\Elder Scrolls Online\live \Addons or \SavedVariables.
Try to add these folders to the allowed/whitelist as well. Sometimes after a windows update, and win10 just currently forces us to update to 1909 as it seems as older versions will be out of support soon, the windows defender blocks access to the documents folders!
