AT THE MOMENT its not against ZOS tos/eula
yes, its against Steam tos/eula, but steam has ZERO chance to catch you, because you will never play this game thru steam
from my experience this method always end well, for me
i will not tell how many times i did it, but enough for last half year - different purchases for my wife, brother, few friends with low money etc
