It could be 1 of 2 problems. The first one is an easy fix:
1. Looks like you are missing the Microsoft Visual C++ Redistributable Package or if its installed something may be wrong with it? Just follow the directions under the Answer here:

2. You're one of a small but growing group that have the correct C++ Redistributable Package but still can't get the JVM to load. We don't have a real fix yet for this but some people have found that going to the Minion app folder and dbl clicking on the Minion-jfx.jar worked in the mean time.
