Thanks Dolby. I had exactly the same issue and changing the default path with the encoded correct path fixed that for me.
As a suggestion, a non-encoded path might be *a lot* better for troubleshooting.
My AddOns path is also not located at "%userprofile%\Elder Scrolls Online\live\AddOns". I have a small SSD with OS and my Documents folder location was moved to my much larger mechanical D: drive. I think Minion may have an issue with that. The odd thing is that my other computer is set up the same way, but there has been no issue at all.
I was messing with NTFS juctions and using DropBox to sync my files, that may have confused Minion and it would not let me change back.
