Target Glow Color Changer

I've got trouble discerning exactly who I've got targeted, especially in groups when there's some spell effects around.

Is it possible to create an addon that can change the color of the Target Glow? Being R/G colour blind I've often got problems seeing the red glow around my enemies

alternatively, would it be possible to make it clear in a different way who I've got targeted?
