Why is ESO ignoring my addon manifest title?

I have several addons, and all of them properly show the title in the "Addons" list. However, Master Recipe List does not, and simply shows "MasterRecipeList" (the title of the folder) in spite of what I put in the addon manifest ## Title: section.

Furthermore, if I copy the title line from the manifest of one of my addons that works, and paste that into Master Recipe List, it STILL only shows "MasterRecipeList" in the addons list.

What is it about this addon that is causing ESO to ignore the manifest title?

Your manifest is in UTF-8 and starts with a BOM. ESO probably doesn't like that. It's okay with UTF-16 (in which BOM is mandatory), or plain UTF-8 with no BOM.
