Preface: I read your post, but I am just reiterating in case you missed something.
First off, make sure your addons are in the following directory (Windows Vista, 7, 8):

Your addons will look like this:

If you have done this, your client might be bugged. It's something I have encountered now and again. How to fix it:
- Exit the game
- Delete your AddOnSettings.txt file

By deleting that file, you will force the client to check your directory to refresh the list of Addons from scratch. It won't ruin any of your addons or your settings.
