We would have to take the files off CDN and pay a much higher price for bandwidth to have that control. Also would need a lot more servers just to handle authentication and downloads.

Well, he is not hotlinking to the cdn hosted files, but to esoui - so he doesn't need to manually update his links. As far as I can tell, only getfile.php would need to be changed.

Ahhhhh... I see what you did there (more or less). REFERER header?
