Search for the file "UserSettings.txt"
Creating empty folders in various locations won't get you anywhere.

Oi, can't quit after all this! Normally applications save stuff in Documents but it appears this doesn't happen for you since Documents is empty for some reason.

You can try searching for UserSettings.txt in the explorer search bar as merlight mentioned. UserSettings.txt is located in the "live" folder you want to place "AddOns" in.
OR
If you can't find it with search, then you can also try as t31os suggested and take a screenshot in-game with Print Screen, it will show you the PATH! Literally, this will lead you to the "live" folder that holds your Screenshots. (Which is also where UserSettings.txt is. Which is also where you want to put the "AddOns" folder!)

Ok, you managed to find UserSettings.txt, in explorer right click it > Open file location. Please share the path where this takes you...

now how do i backtrack from here to find programdata. its like it dissapears when i back up from here

Welp, when exactly are you getting the issue finding program data?

I think you could try to move everything inside "ProgramData\Elder Scrolls Online\live" folder to "Documents\Elder Scrolls Online\live" EXCEPT for MachineSettings.txt.

If that doesn't work, the easy option is to reinstall again but maybe turning off Windows Defender ransomware protection? See the last post here.

Clsoe ESO before doing the below:

Yep, as said before: Search the UserSettings.txt file and you'll find the path

How to find your "documents" folder:
Or you can use the windows variable by pasting it into windows explorer address bar: %userprofile%\documents
This would open your documents folder e.g. c:\users\your windows username\documents
Normally there should be the "Elder Scrolls Online" folder in it which now is in your c:\ProgramData for you.

-> Did you change the documents folder to point to c:\ProgramData in the past?
Open the file explorer by pressing WINKEY+E
In the left tree locate "This PC"->"Documents".
Right click it and choose "Properties".
Switch to the tab "Location".

This should be the documents folder where the data is and where ESO would look for it.
And it should be the same as opens if you paste %userprofile%\documents into the file explroer address bar.

Move the Elder Scrolls Oline folder WHICH CONTAINS THE UserSettings.txt file and the AddOns folder (not the one containing the game and depot folders!!!) to this folder and you should be ok now -> ESO shouöld find the addons now.

Can someone help me on this step?

I located the file location but don't see the program data folder seen in OP's screenshot.

UserSettings.txt is here for me:
This PC>Documents>Elder Scrolls Online>Live

You need to read all properly and not only look at a screenshot!
Attention: The "ProgramData/Elder Scrolls Online" folder is a rare bug and not the normal folder!

So either search for the UserSettings.txt file or read here here how to check for the correct "live" folder:
