Cross group damage and abilty uses - what are the limits? (FTC in particular)

Something really odd happened with FTC in my recent dungeon run on the EU server:
It was able to detect Molten Weapon being cast on me by another player (I was nightblade so it did not came from me).

While this is nice, I was under the impression addons were not able to detect other players ability uses (and thus could not track buffs caused by other players).
Has something changed? (Maybe the cross group ability events are raised again, like post Craglorn and in Beta?)
Some new addition to FTC's code?
Maybe something old that is back online because of changes they made to the client/server?

It is noticeable that the game kept kicking me for alleged spamming in that same dungeon, on the final fight:

Molten Weapons' duration is well over 30s (which iirc is the limit ZOS imposed on incoming buff/debuff events).
