Help me?

I wanted to install AddOns for ESO but i couldn't find any AddOn folder. When i open up my The Elder Scrolls Online folder it only has 3 folders inside: depot, game and vo_en. I cant find anything related to addons there. Inside depot there are folders called _databuild and video. Inside the game folder there is a folder called client. Inside the folder named client there is a folder called _databuild. Inside vo_en there is a folder called _databuild. Do i need to creat one myself? And where?

If you have started the game at least once and logged in to a character you should have this folder somewhere on your pc. If you are using Windows 10 and OneDrive, it may be in a different location however. Check this wiki page for where you might find it.
You should also consider using minion instead of installing them manually. Saves a lot of time and frustration when trying to keep them up to date.
