Skill bar always up Addon?

Is there an addon (or method) that simply allows you to leave your skillbar up, even when not in combat? Rather than just popping up when in combat?

Sick of having to go to skills window to see what I'm using.

That's already a game feature. Look in gameplay or interface settings, there's a combobox for Action Bar somewhere
