i got this notication when i launched Minion, first time i have this in years of utilisation

It does not seem to be Minion, but:

It says the weblate.sir.insidi.at website was blocked (for whatever reason).

What Antivirus tool do you use?

yes i know but why minion needs to access to this website ?

Possibly because one of sirinsidiator's addon descriptions or changelogs contains images or texts linked to his website, and Minion is reading them from the website then.
As the link is the "translation helper website" I guess it is linked at his addon description so ppl can find and help translate his addon.
Edit: The graphic with the "already translated percentage" is in the addon descriptions, and thus Minion reads that link.

-> If you use any of his addons, like Awesome Guild Store for example, it maybe that case.

I'd see it as false positive as my scanners all say his websites are clean, and I really would wonder if not
