unsheath/sheath weapon to show/hide skill and attribute bars

Could someone please make an add-on like this?
Attribute and ability bars always hidden, except when the weapon is unsheathed.

It's "discontinued and outdated" and minion.exe doesn't find it. Even if I download and install it myself, it looks like it doesn't have a sheathed/unsheathed condition. I'd really like to have that as an additional condition for them to appear.
