Have a look at this addon, maybe it helps for your chat and arabic characters:

You need to copy it to your own arabic font addon (search and replace RU with e.g. Arab).
Then exchaneg teh font files in the font folder with your arabic font files.
And in the lua file exchange the font filename with the ones used for the arabic characters in the fonts folder).

Totla translation to Arabic:
If this is not what you wanted and you want to have a translated UI into arabic you have to search online for help, how other language addons like RUEso have been created. Or ask the developer of this addon maybe.

I think you need to translate a lot of things and "overwrite" some files in your client toa chieve it to work properly + add fonts to support the arabic characters.
