Prevent skillbar fade-out?

I can't find a add-on that blocks the fade-out of the skills/abilities bar.
Or something to tune the transparency level of that bar when not in combat.

Anyone knows an add-on that permits that please?

I believe it's part of the default UI under settings -> interface. "Action Bar: Always Show"
