Accessing icons outside of the game?

I'm trying to create a 3rd party tool that integrates ESO achievements with steam. I have the paths for every in-game achievement's icon but I'm assuming I can only access them from within the game.

As a workaround I was using pages on uesp which contained tables with the achievement icons. I made a scrapper to download all of them but when matching them with my database of all the achievements I noticed that Harrowstorm achievements were missing (but not Greymoor).

Since this list is incomplete, does anyone know how the wiki maintainers got access to these icons? I know in-game the icons are 64x64 v. 48x48 on the wiki so I'm also hoping I can get higher res alongside the Harrowstorm ones.

You can use my Black Book Browser to search and extract icons from the game files. The icons are stored as dds files, but you can bulk convert them easily with SageThumbs.
