How to level in Cyrodiil with low level?

Hey,

I am Level 12 in ESO right now and i want to Level my PVP rank up to 6 (Ultimate Skills).
But how i can do this?
scouting Mission? (every 10 Minutes 250 EXP?) It feels like it take Years to Level up this way.
Killing enemies is even not as easy with Level 12
So,.... anyone have an Idea?
