addon to highlight player with specific buff/debuff&

Hello
Can someone create an addon that will make a beam (shine) upon a player with specific buff/debuff?
Like "Lights of Meridia" but not for group members

ZOS would never allow this. It can not be done.

Shalikran is right.
This can only be applied to your group members with the current API given.
Everything else would be considered cheating as it would provide you a benefit, and the game does not allow this.
