Binding layer name problem

It seems that bindings only work if the layer name in the bindings.xml has the language specific name.
For the english version <Layer name="General"> is fine, but in the german version it has to be <Layer name="Allgemein">. I guess it is the same problem in french.
The binding is shown in the key settings and you can also set a key, but it doesn't work.

Is it possible to check the client language first and set the layer name correctly?
