[Bug] Windows Minion holds lock on last downloaded addon

I'm using Windows 7 and Minion build: cff353392d3ca05caacc7f2ae4563017a6a79be5

It appears that Minion will hold a lock on some file in the folder of the last downloaded addon as long as Minion is running. It relinquishes the lock on the previous addon when you download another one. If you then load ESO while Minion is running, the last downloaded addon won't be loaded by the game.

This should be easily reproducible by just downloading any addon with Minion, loading the game, then looking at the addons list. The last downloaded addon won't be there until you close Minion or download another addon.
