a request for all addons w/ "backgrounds"

I would love a way to make all addons look more like they came with the game - using the cool black background w/ the faded border - is there a way we can make an addon that can be added to other's to use this as a background somehow? mainly for things like combat log windows, multi quest tracker, etc
