Minion ESO Add-on updates not completeing

Why is Minion saying that an ESO Add-on has an update available, but when it goes to download it, if fills the download bar & then halts.

Today it is Sous Chef 2.16
Looking at the direct download the latest version available is 2.15
The comments show that 2.16 has been posted

So why is Minion trying to update & failing, if as it appears the file is currently unavailable???

It seems that Minion is showing updates for add-ons before they're approved by the mods.
