1st it will be a .exe installer no dll file after download!
If you get a .dll your download was the wrong one. Try to rename the file to .exe then.
But you should search in the internet WHAT is changing file extensions to .dll or .exe.dll duing download.
Are you using any plugins in your browser? Try to disable them. Or use another browser.

I've downloaded this now to check the file and it is working fine, is not corrupted after download, can be executed properly.
2nd I guess your AntiVirus is blocking the downloaded file?
Do you get any error message as you try to open the .exe file? What does it say in detail?
Allow your Antivirus to open the file by whitelisting it in your Antivirus tools, or if you use Windows Defender watch the popup shown and click on the button/text to allow execution.
If the file is not readable/executable allthough the download says it was downloaded successfully you may have:
-Your ISP/router/modem is troubling, try to restart the router/modem
-Virus/Malware on your system infecting files and making them be damage. Scan your total system
-RAM damaged. Often this will result in corrupt downloads or files. Check your RAM for damage via a RAM checker of your RAM producer's website e.g. or follow websites like this https://www.howtogeek.com/260813/how...-for-problems/
