I guess we cannot help here instead of telling you:

-Note down enabled addons or use Addon Selector to save a currently "buggy radial error" profile.
-Disable all addons then. Does it happen then as well?
-As it got to do with the radial menu: Try to disable addons which change or add to the radial menu first
and save a new profile, then test it.
Read these addon's comments here at esoui.com to see if other users already reported it somewhere.
Does it still happen? If not, check the addons single/or together which you have disabled before.

This way you'll find the addon causing this maybe.

I don't have anything directly for quickslots or radial menu and I haven't downloaded anything new but maybe a recent addon update is causing a issue. Just weird I can use my skills just fine just not light attack or block. I can bash though through a set keybind.

Just thought I would put out a feeler here to see if anybody has a similar problem sometime soon.
It happening when I have my pve/trial setup on which isn't many addons but could be something like lui, azurah, darkui, "no, thank you!", synergy.

Begin with big "changer" addons like lui and "No, thank you" then ("No, thank you" got a patched version out also for Dragonhold, if you are not already using this).
