Show Book in Loading Screen

Woud it be possible to edit the Loading Screens so, that they show a collected Book while its loading? I know its not possible in WoW but maybe here?

I doubt ESO is that loose on it's addon access. As far as I am aware the first point of access for addons is when the addon in question is loaded and then when the character is activated in game.

Addons are loaded and executed only after the Login Screen.
Also we can only write to the UI layer of the game. And the loading screen blocks out the UI layer.

The loading screen and the character selection are areas Addons simply cannot reach.
