[open]U43: Default CP UI goes into Redistribute mode when loading armory

With 0 addons enabled, the champion points UI enters Redistribute mode when an armory build with differing CP allocations is loaded.

1. Showing that no CP is allocated
2. Reload UI (as this bug does not occur once the CP UI has been opened once)
3. Load an armory build that has CP allocated
4. Open the CP UI
5. Observe that it is in Redistribute mode and wants to spend 3000 gold to confirm changes
6. Hitting X to discard changes makes it go back to normal

This does NOT occur if the CP screen was opened prior to loading the armory build. In other words, it probably has something to do with the deferred initialization changes.
