Pretty sure it's when somebody dies, and it's an addon.

Never heard this before. I'd also say this is an addon. Check your addons you got enabled if there is something about a sound in descriptions, especially the PVP/AVA related ones.
Maybe it really is about a death of a group member.

Nice thank you I'll search in this way. I comeback when I find something.

It's not come from a dead, it's really 30 times / min.

Only an idea:
You can install FCO ChangeStuff. In the settings menu is at the bottom a "Disable some sounds" checkbox. Enable it.
In the shifter box below:
You can double click (if you only left click you mark the row so be sure to unmark it again!) all the sounds in the left box and try to find the one you hear in your case.
If you have found it (there are quite a lot...) add it to the right box and you won't hear it anymore after that.

The problem will be to find the sound.
Once you found it, and the name shown, you can search for this in your addons files (e.g. via the free good text editor "Notepad++" -> menu "search" ->"Find in files" -> choose your "live/Addons" folder and search for the sound name (e.g. Duel_Accepted).

I take not and I test when I go to Cyrodil.

Did you find out the sound's name?
You could use a text search in the bandits folders for PlaySound. Maybe you'll find the name this way, it should be written in the table SOUNDS[<SOUND_NAME_YOU_SEARCH>] then
Code:
PlaySound[<SOUND_NAME_YOU_SEARCH>
hint:
Should be somewhere next to a IsUnitDeath check.

-> Use FCOChangeStuff -> Blacklist the sound -> Silence

Sorry you gave a lot of useful tips that I didn't have time to test yesterday, actually I told it to the dev of the addon, and if I get no answer, I do what you said.

edit : I know it's ridiculous, but after some years of pain :

Settings>Bandits UI>Group frames>Group members death sound
You can simply disable it.
I was searching in Settings>Bandits UI>Group frames>Notifications...
