The entire purpose of this variable is to smooth over the PTS and update period. It is just an extension of the already available GetAPIVersion function to the metafile in order to make maintaining two different versions of the code easier when there are big changes.
Addons will always have a risk of being abandoned and break once a new API version is out, but that has nothing to do with it.
And calling them new and old is exactly what it does, just that new and old does not make clear which version should be loaded after an update goes live (after the update is before the update).
