Addon Request-Activate on Button Press

not sure if it's possible but would like an addon that activates your abilities and skills when you press the button instead of the current default of activating on release. it may not seem important to many but i am fairly certain there are a good many who would love this as an addon. i've read that it's been done in other games, but i understand if it's not possible in ESO.

Current API is not allowing to preform any combat actions, including using abilities
