Maybe not the same idea you got but can be used, afaik, in Cyrodiil too (description says: yes)
If not: Forget your idea as Cyro is then somehow blocking such effects/possibilities by addons
If you want another marker maybe add a request there to this addon so you can get one free placable on the map.
But actually it will not be seen if not in range and if it's placed it needs constant updates which is not the best idea if you talk about performace improved stuff...
