Nope. There are supposed to be only a limited amount by game design. Once you reach a certain level (15?) you can open up a second set of action buttons so that you can swap between two weapon sets.

Can hotbar sets be saved like equipment, or is that also limited by the UI. I'm fine with 5 abilities at a time, but would be grateful if there was a way to group ability sets for role: PVP, AoE, Ranged, Melee, etc without having to rebuild the action bar every time manually.

Yes. Use Wykkyd's outfitter, it allows you to save hotbar layouts.
