Custom Target - PVP Raids

Our PVP group needs an addon for a symbol over the head of our raidleader.

You can mark a target over the Chat then he will get an mark over the body in white. We need an extreme demonstrative symbol over the head or instead of this white border.

Is there anyone devoloping it?

Adding something to the UI is different from adding something to the game world. An addon like what you linked is as close as we can come.
