Handle quests with a prerequisite achievement

Some quests might only show up after an achievement was completed (e.g. A Cold Wind From the Mountain in Wrothgar). A good solution has to be found for how these quests are handled. Simply hiding them until the achievements are completed should be avoided since some players don't specifically go for achievements and thus might miss those quests.
